Just unzip the file to your fs2004 aircraft folder (e.g. G:\Program Files\Microsoft Games\Flight Simulator 9\Aircraft). Now run your Flight Simulator and in the aircraft library under the Boeing Manufacturer look for Boeing 747-2J9F. Your IR aircraft is located there. Select it and enjoy flying it to whatever part of the world you wish (even Israel and the USA!).
