Etihad for expats only in Asia?

Etihad operates 23,000 seats a month from Bangkok to Abu Dhabi, and in spite of three years of activity in Thailand the airline caters mainly to expatriates... said Etihad's manager for Thailand and the Mekong region, Florian Preuss.  Flights are twice daily.
