ATC in multiplayer

hi,
i'm playing fs2004 with my friend online and neither of us can access the atc in fs2004. i don't know if it's a problem with our games or if it was set like that by microsoft.

some feedback would really be appreciated.

btw if u want my system specs:
Abit AI7 mobo
ATI Radeon 9600 Pro 256 mb gfx card
Western Digital 160 Gb drive
Western Digital 45 Gb drive
dvd-rw 4x
X-Dreamer II Case
P4 2.8 Ghz 512k L2 Cache 800 Mhz fsb
1 Gb(2 sticks) of crappy RAM.
