Multiplayer Problems - looking for help

I have a friend who is having issues with multiplayer connections.
In General, this is what is happening:
He can not connect to multiplayer in FS2004.
He CAN connect in CFS......and....IL2FBPF.
He's updated DirectX...no go.
He's re-installed the game....no go.
He's re-installed directX....no go.
He's opened ports on his router for the game....no go. (6094 and 6073 I believe)
Any suggestions would be great!
