I'm afraid you've no chance of running FSX with those specs
Even with everything on very low, that would struggle
Celerons aren't good for games at the best of times.
Ideally i'd reccomend having 1GB system ram and a 512mb Nvidia or ATI based graphics card |

Is your motherboard graphics slot AGP or PCI-E |

You should have at least twice the memory if not more.
That graphics card won't serve you too well but yes it will work.
As for loading, if you have Nero installed completely delete it and reboot.
It can and often is the DVD drive, many burners have problems loading software, this software seems to be giving many problems.

Nero was my problem, someone else mentioned Roxio.
After deleting the program go into search and be sure all of it is out.
Disable your anti-virus also, remember to enable it after loading.
You can also try safe mode for loading.
If that's not it then it might be the drive.

Not if it's an older Dell, they use their own MOBOs, they build them as cheaply as possible.

I don't know what card you have, look around the net for a better one.
PCI only...yes they are old.
Check and see if you have a AGP slot on the MOBO, I doubt it.
It's next to the white PCI slots and it's usually brown.
