How do I install Flight Simulator 2004 (FS2004) on Windows 11?

Yes, FS2004 usually installs and runs on Windows 11, but the smoothest setup is to run the installer manually, install outside Program Files, and expect trouble from original disc-based copy protection on some systems. The installation itself is straightforward; the old disc check is often the part that causes grief.

Before you install FS2004 on Windows 11

We recommend sorting out three things first: your installer source, your install location, and your product key if your edition uses one.

  • Use a legitimate installer or original discs. FS2004 was built for much older versions of Windows, so some boxed releases can install correctly but still refuse to launch because Windows 11 blocks old disc-authentication methods.
  • Choose a simple folder such as C:\FS2004 or D:\FS2004. This avoids Windows permissions getting in the way of add-ons, saved settings and older utilities.
  • Have your key ready if the installer asks for one.

If you are using the original CDs and nothing starts automatically, that is normal on a modern PC. Do not wait for an autorun menu that never appears.

How to install FS2004 on Windows 11

  1. Insert Disc 1 or open your installer files. If the setup does not start on its own, open the drive in File Explorer and run setup.exe manually.
  2. Run the installer. If Windows asks for permission, allow it. In most cases, using administrator rights for the install is sensible.
  3. Pick a custom install folder. When you reach the location screen, avoid Program Files. We suggest something short and writable, such as C:\FS2004.
  4. Complete the installation. If you are using discs, swap them when prompted and enter your product key if required.
  5. Start FS2004 once. Let the simulator build its first-run files and scenery indexes. The first launch can take longer than later ones.
  6. Apply the 9.1 update if needed. Many older add-ons expect FS2004 to be updated. If your copy is not already at 9.1, patching before you install extra aircraft or scenery is the safer route.

Can FS2004 run on Windows 11?

Usually, yes. FS2004 is old, but it is light on hardware and the core simulator often runs better than people expect on a modern machine. What tends to break is not the flight model or scenery engine; it is the age of the installer, launcher and copy-protection method.

That is why two different Windows 11 systems can behave very differently. One PC installs and launches from the original discs with no drama. Another installs perfectly, then asks for the disc or closes immediately when fs9.exe starts.

Why the original FS2004 discs sometimes fail on Windows 11

Some original FS2004 releases rely on an old disc check that modern Windows versions do not always handle well. When that happens, the install may finish normally, but the simulator will not pass the authentication step when you launch it.

If you see behaviour like that, it does not automatically mean your install is corrupt. It often means the old copy-protection method and Windows 11 do not agree.

The cleanest answer is to use a legitimate installer tied to your licence that does not depend on the old disc check. If you only have a boxed release, the install can still work, but this is the main compatibility snag to be aware of.

Should you use compatibility mode?

Usually not at first. We suggest trying FS2004 normally once it is installed in its own folder. Compatibility mode can help in a few cases, but it can also create odd side effects and is not the first thing we reach for.

If FS2004 will not start, or it starts with a black screen or crashes straight away, then it is worth testing the fs9.exe compatibility options one change at a time rather than ticking every box at once.

  • Try no compatibility mode first.
  • Run as administrator only if you need it. If FS2004 is outside Program Files, permanent administrator mode is often unnecessary.
  • Test fullscreen settings if you get flicker or a black screen.
  • Keep changes small so you know what actually fixed the problem.

Where is the FS2004 config file on Windows 11?

Once FS2004 has launched at least once, its main configuration file is normally stored under your Windows user profile in the roaming AppData area, in the Microsoft\FS9 folder. That is the file people usually edit when they need to reset display, sound or controller settings.

If FS2004 starts badly after a hardware or driver change, deleting or renaming fs9.cfg can force the simulator to build a fresh one on the next launch. You will lose custom settings, so only do that if you are actually troubleshooting.

Should you install FS2004 in Program Files?

We do not recommend it. FS2004 comes from an era before modern Windows account control, and a lot of older add-ons assume they can write directly into the simulator folder.

Installing into Program Files can lead to scenery, gauges, effects or saved settings not behaving as expected. A dedicated folder like C:\FS2004 avoids most of that pain from the start.

What to do after FS2004 is installed

Once the simulator opens, do a clean first run before loading it up with extras.

  1. Set your display options and confirm the sim opens and closes normally.
  2. Check sound and controls, especially if you are using older USB yokes, pedals or sticks.
  3. Confirm your version if you plan to install classic add-ons. Many FS2004 packages expect the 9.1 update.
  4. Add content gradually. Install one aircraft or scenery package at a time so you can spot conflicts quickly.

Quick answer

To install FS2004 on Windows 11, run the installer manually, choose a folder outside Program Files, complete the setup, launch the sim once, and expect possible trouble from the original disc check on some boxed editions. If the install finishes but the sim will not start, the problem is often copy protection rather than the installation itself.
