Xbox Game Pass is better for trying many games at low upfront cost, including some day-one releases. They are not exact alternatives: Steam is mainly a store, while Game Pass is a rotating subscription catalogue.
For general PC gaming, Xbox Game Pass on PC normally means a membership that explicitly includes the PC catalogue, such as PC Game Pass or Game Pass Ultimate. You do not need an Xbox console, but a console-only membership does not unlock PC games.

Game Pass wins on short-term variety, while Steam wins on long-term certainty. Game Pass makes sense if you finish games quickly, enjoy sampling unfamiliar releases or expect to play several included titles during each billing period.
Steam is usually better when you replay the same games for years, wait for sales or build a heavily modified installation. This matters especially for flight and train simulators, where the base game may remain installed far longer than an ordinary campaign.
- Choose Steam for games you expect to keep, modify extensively or support with years of DLC.
- Choose Game Pass for discovery, shorter games and releases you are unsure about buying.
- Use both if you want Game Pass for sampling and Steam as the permanent home for selected favourites.

Do you keep Game Pass games after cancelling?
No: cancelling Game Pass removes access to included games once the paid membership period ends. The installed files may remain on the PC, but the game will not launch without an active entitlement or a separate purchase.
Games can also leave the catalogue while your membership remains active. Your save data is not normally erased merely because access ends, so it may be available if you subscribe again or buy the same platform version later. Cloud-save behaviour still depends on the individual game.
A Steam purchase is also a digital licence rather than ownership of unrestricted software, but purchased games normally stay in your library. Delisted titles generally remain downloadable for existing customers, although online servers, third-party accounts and always-online DRM can still affect play.
Which platform is better for mods?
Steam is generally easier for modding, but Game Pass does not automatically prevent mods. Steam Workshop offers one-click subscriptions for supported games, while conventional mods, script extenders and external utilities often expect the Steam executable or folder structure.
Many Xbox app games expose an accessible installation folder and accept ordinary file-based mods. Others use a different executable build, protect particular files or do not support the same mod loader as the Steam release. Always check compatibility for the exact storefront version rather than assuming a mod labelled PC will work everywhere.

Can Steam and Game Pass saves or DLC transfer?
Saves, achievements and DLC do not automatically transfer between Steam and the Xbox PC ecosystem. Compatibility is decided game by game, even when both versions ask you to sign into the same publisher account.
- Cloud saves: Steam Cloud and Xbox cloud saves are separate systems. Cross-progression works only when the developer provides it.
- Achievements: Steam achievements and Xbox achievements are tracked independently unless the game deliberately awards both.
- DLC: Steam DLC normally requires the Steam base game. DLC bought through the Xbox app or Microsoft Store normally requires that ecosystem's base game or an active Game Pass entitlement to it.
- Xbox Play Anywhere: Participating Microsoft Store versions may share purchases and saves with Xbox consoles. Buying the Steam edition usually does not provide that entitlement.

Does Steam or Game Pass deliver better performance?
Neither platform has a universal frame-rate advantage. Performance depends mainly on the game build, graphics settings, drivers, background software and hardware rather than the launcher used to install it.
Storefront versions can receive patches at different times or use different account services, overlays and executable files. That can affect a particular game, but claims that every Steam or Game Pass release runs faster are unreliable. Installation repair, launch options and access to older builds are generally more transparent on Steam.
Can you use Steam and Xbox Game Pass together?
Yes, and combining them is often the most economical approach. Use Game Pass to test or finish included games, then buy only the titles you expect to replay. Before changing storefront, confirm that saves can migrate and decide where future DLC will be purchased.
Adding an Xbox app game to Steam as a shortcut does not convert its licence, unlock Steam Workshop support or transfer achievements. You also do not need Game Pass merely to play online multiplayer in Steam games on PC.
