Air traffic control is understaffed because qualified controllers take years to recruit, train and certify, while retirements and departures remove experienced staff much faster. Hiring pauses, academy and facility-training bottlenecks, strict medical and security standards, uneven regional demand, budget uncertainty and demanding shift work all deepen the shortage.

What causes the air traffic controller shortage?

The shortage comes from several bottlenecks stacking up rather than from a simple lack of applicants.

In the United States, stop-start federal funding and the COVID-19 interruption to classroom and facility training added to an existing pipeline problem. Other countries may face a different mix of retirement, pay, training-capacity and remote-posting difficulties, so there is no single worldwide staffing figure.

Why can’t ATC simply hire more controllers?

Hiring more applicants helps only when every stage of the training pipeline can process them.

  1. Recruit and screen candidates. Applicants must satisfy aptitude, background, security and medical requirements. Prior-experience recruitment routes may differ, but screening still takes time.
  2. Complete initial training. Many US recruits attend centralised academy training before reporting to a facility. Passing that stage does not make someone a fully qualified operational controller.
  3. Qualify at the assigned facility. Trainees learn local airspace, frequencies, coordination rules and equipment, then certify position by position under supervision.
  4. Reach full certification and maintain currency. Complex approach facilities and en-route centres can require a long qualification period. Controllers must then remain medically eligible and operationally current.

A mistake we see in staffing debates is counting every trainee as an immediate replacement for a retiring controller. A developmental controller may contribute while training, but cannot independently cover all the positions held by a certified professional controller.

Training also uses experienced staff. When qualified controllers must cover live traffic and instruct new arrivals, shortages can reduce the time available for training and make the backlog self-reinforcing. Does understaffing make flying unsafe?

Understaffing is a safety concern because high workload, fatigue and reduced resilience erode safety margins, but it does not mean controllers routinely abandon legal separation.

The normal operational response is to reduce traffic to a level the available positions can handle. Controllers and traffic managers may use overtime, combine sectors during quieter periods, limit the number of active sectors or impose flow restrictions. They must still protect the required separation minima between aircraft.

This distinction matters: an airspace sector can remain legally controlled while accepting fewer aircraft per hour. Persistent overtime is not a permanent cure, however, because fatigue and loss of training capacity can make the underlying staffing problem worse.

Why do ATC shortages cause flight delays?

ATC shortages cause delays when traffic demand exceeds the capacity of the positions that can be staffed.

  • A ground-delay programme may hold aircraft at their departure airports.
  • A ground stop may temporarily prevent departures towards the affected area.
  • Controllers may require greater spacing, issue reroutes or reduce the accepted arrival rate.
  • A sector that would normally be split into several positions may remain combined, limiting how much traffic one controller can manage.

Weather amplifies the effect. Thunderstorms close routes, runway changes increase coordination and aircraft converge on fewer usable paths just when staffing leaves little spare capacity. Because a controlled flight relies on a chain of clearances and hand-offs from departure to landing, a constraint hundreds of miles away can delay an aircraft before it leaves the gate.

Is every control tower and centre understaffed?

No; air traffic control shortages are facility-specific, qualification-specific and sometimes shift-specific.

One tower may meet its staffing target while a nearby approach facility lacks controllers certified on enough positions. En-route centres can also have shortages in particular areas or specialties rather than across the whole building. Moving staff between them is slow because transferred controllers must learn and certify in the new operation.

Which ATC staffing number matters?

The most useful measure is the number of fully certified controllers available for operational positions at a particular facility compared with its staffing target and traffic demand.

When we assess staffing claims, we check whether a figure includes trainees, managers or staff assigned to non-operational duties. We also distinguish a long-term facility target from the smaller roster needed for a quiet overnight period. A national total alone cannot show whether the busiest shifts have enough suitably qualified people.

What would reduce ATC understaffing?

Reducing the shortage requires sustained hiring, training and retention over several years rather than one unusually large recruitment campaign.

  • Recruit consistently above forecast retirements and expected training losses.
  • Expand academy, simulator, instructor and facility-training capacity together.
  • Give experienced controllers enough protected time to train new arrivals.
  • Improve scheduling, fatigue management and incentives for hard-to-staff locations.
  • Use facility-level forecasts so trainees reach the places and specialties with the largest expected gaps.
  • Introduce automation that reduces repetitive workload without assuming technology can replace certified controllers.

The core difficulty is the mismatch in timing: a controller vacancy affects capacity immediately, while a replacement may take years to become fully useful at that facility. That is why a missed hiring or training year can produce operational restrictions long after recruitment resumes.
