Estimated end and update times are planning estimates, not promises. A Ground Stop or Ground Delay Program can be extended, shortened or cancelled as demand, thunderstorms and runway capacity change.
Are KMCO NOTAMs the same as FAA delay restrictions?
No. KMCO NOTAMs and FAA flow-control status answer different questions, although one can cause the other.
A NOTAM can report a closed runway, unavailable approach light, taxiway work or navigation-aid outage. It does not normally state how many minutes a flight will be delayed. Compare runway and procedure references against the KMCO airport diagram and instrument charts; a closure that looks minor in text may remove a useful taxi route or approach.

Why can a flight be delayed when the FAA shows MCO as normal?
A normal FAA airport status only means that no qualifying airport-wide delay event is being reported; it does not certify individual flights as on time.
The aircraft may be arriving late from another city, or the destination may have its own Ground Stop. Crew availability, maintenance, gate congestion, baggage handling and ramp suspensions during nearby lightning can also delay one airline without triggering an airport-wide FAA warning.
For an inbound flight, check MCO and the departure airport. For an outbound flight, check MCO and the destination as well as route-related advisories. Cancellations may disappear from the active delay picture, so the airline’s record remains decisive.
