Learn how to find Train Simulator Classic Utilities.exe, install or remove .rwp packages safely, and fix common Package Manager problems.
Train Simulator Classic’s Utilities tool is the separate Utilities.exe program in the RailWorks installation folder. Use its Package Manager to install or remove .rwp add-on packages: close the simulator, open the utility, refresh the package list, choose Install, select the package, and wait for completion before launching the game.
Where is Utilities.exe in Train Simulator Classic?
Utilities.exe is in the main RailWorks folder, typically at ...\steamapps\common\RailWorks\Utilities.exe. The beginning of the path changes if you installed the game in a different library.
- Open the installation folder. Use the installed-files or local-files command from Train Simulator Classic’s library entry. Our instructions for locating the RailWorks folder cover the full process.
- Close Train Simulator Classic. The library client can remain open, but the simulator should not be running while packages are changed.
- Run Utilities.exe. Open it directly from the RailWorks folder and select the Package Manager tab.
How do I install an .rwp file with Package Manager?
Install an .rwp file by refreshing Package Manager, selecting Install and opening the package from its extracted location.
- Check the download. If it arrived as a
.zipor.7zarchive, extract that outer archive first. The file selected in Package Manager should end in.rwp. - Open Package Manager. Run
Utilities.exeand choose the Package Manager section. - Refresh the list. Select Refresh and let the scan finish. A large installation can make the program appear inactive for a while, so do not repeatedly press the button.
- Select Install. Browse to the extracted
.rwpfile and open it. - Wait for completion. Do not close Utilities or launch the simulator while files are being copied.
- Start Train Simulator Classic. Look for the route, scenario or rolling stock in the appropriate part of the Drive menu.

Can Utilities install ZIP files or Workshop content?
Utilities installs .rwp packages; it does not directly install every format used for Train Simulator Classic add-ons.

The most common mistake is selecting an outer ZIP archive instead of extracting the .rwp file inside it. Renaming a ZIP file to .rwp does not convert it into a valid package.
How do I uninstall a package safely?
Remove an add-on by selecting its registered package in Package Manager and choosing Uninstall.
- Close the simulator. Open
Utilities.exefrom the RailWorks folder. - Refresh Package Manager. Wait until the installed-package list finishes loading.
- Select the exact package. Check its name carefully, particularly when several versions of an add-on are listed.
- Choose Uninstall. Confirm the removal and allow the operation to finish before restarting the game.
Package Manager cannot uninstall Workshop content or files copied manually into Assets and Content. It also may not restore an older file if a package overwrote it, so back up user-edited content before installing replacements or upgrades.
Why does an installed add-on not appear?
An add-on that installs successfully but does not appear usually has a missing dependency, is being viewed under the wrong route or scenario category, or needs its cached blueprint data refreshed.
- The package list is empty: select Refresh and wait for the scan to complete.
- The file cannot be selected: extract the download and confirm that Windows has not hidden or duplicated its extension, such as
package.rwp.zip. - A scenario is missing: confirm that its required route is installed, then check the relevant scenario category rather than Quick Drive alone.
- Rolling stock is invisible or incomplete: check the add-on documentation for required locomotives, enhancement packs or DLC. Utilities does not download dependencies.
- Old assets still appear: use Train Simulator Classic’s Clear Cache command, normally found among its settings or tools, then allow the simulator to restart. Cache clearing is a troubleshooting step, not a requirement after every package.
- Installation reports a permissions error: confirm that your user account can write to the RailWorks folder. Fixing the library’s permissions is preferable to permanently running every simulator program as administrator.
- Utilities.exe is missing or will not open: use the game library’s verify-installed-files command to restore official files. Verification does not normally remove unrelated third-party files left in the folders.
What are the other Utilities tabs for?
The extra tabs and labels vary between Train Simulator Classic builds, but they may expose legacy settings, documentation or content-development functions. Most players need only Package Manager; configure normal graphics and control options inside the simulator, and leave developer or localisation functions unchanged unless specific creation instructions require them.
