ATC airport slots explained: learn how airport allocations, CTOT and EDCT windows work, what slot times mean, and what happens if a flight misses one.
ATC airport slots are reserved times for an aircraft to arrive at or depart from a capacity-constrained airport. A slot supports scheduling but does not reserve a runway or replace an ATC clearance. Tactical flow-management slots instead specify a take-off time, usually with a defined tolerance window.
In real-world aviation, the phrase ATC slot is used loosely for two different controls: a seasonally allocated airport slot and a day-of-operation air traffic flow management slot. Confusing them leads to the common mistake of treating every published time as a wheels-up deadline.
What does an airport slot actually reserve?
An airport slot reserves access to constrained airport infrastructure for one planned arrival or departure at an allocated date and time. It is normally allocated by an airport coordinator at a fully coordinated, often called Level 3, airport rather than issued tactically by the tower controller.
Airlines request slots before a scheduling season. The coordinator balances declared runway, terminal, stand and airspace capacity while applying the relevant rules on historic precedence, new entrants and slot use. The frequently quoted 80/20 use-it-or-lose-it principle is not a universal operating rule; its application, exemptions and waivers depend on the jurisdiction and scheduling season.
The slot permits the planned operation, but it does not assign a particular runway, gate, taxi route or take-off clearance. Local coordination rules also define whether the relevant published time is an arrival or departure reference and how off-schedule operations are monitored. There is no single worldwide airport-slot grace period.
Passenger timetable times can add another layer of confusion. A scheduled departure normally represents leaving the stand, while scheduled arrival represents reaching the stand; neither is necessarily the wheels-up or touchdown time.
Airport slot versus ATFM slot
The two slot types solve different capacity problems: airport slots shape the timetable, while air traffic flow management slots regulate traffic on the operating day.

How does a CTOT or EDCT slot work?
A CTOT or EDCT meters departures so that aircraft reach a restricted airport or airspace sector at a manageable rate. CTOT means Calculated Take-Off Time and is widely used in European flow management; EDCT means Expect Departure Clearance Time and is used in US traffic-flow programmes.
- The flight plan enters the traffic system. Flow managers compare expected demand with available airport and sector capacity.
- A restriction creates a slot. The system assigns a CTOT, EDCT or equivalent time that spaces the flight behind other traffic.
- The crew works backwards. Dispatch and the crew account for start-up, pushback and expected taxi time so the aircraft reaches the runway near the allocated take-off time.
- ATC manages the ground sequence. Start-up or taxi may be held if leaving immediately would put the aircraft too early for its window.
- The flight takes off only when cleared. Being inside the slot window is not permission to enter the runway or depart.
Several times may appear alongside the slot:
- EOBT: Estimated Off-Block Time, when the aircraft is expected to leave the stand.
- TOBT: Target Off-Block Time, an updated operational estimate of when the aircraft will be ready to leave.
- TSAT: Target Start-up Approval Time, used at airports with collaborative departure planning.
- CTOT: The calculated wheels-off time, not the pushback time.
Under standard European CTOT handling, the normal tolerance window runs from five minutes before to ten minutes after the CTOT. A US EDCT is commonly managed within five minutes either side. These are regional conventions, not a worldwide definition, so the issued instruction and local procedure always control.

Does a slot time guarantee take-off?
No slot guarantees an on-time take-off because safety, runway availability and the controller’s clearance still take priority. Weather, de-icing, an emergency, a runway inspection or unexpected traffic can prevent departure even when the aircraft is inside its slot window.

Leaving early without coordination is not a useful way to avoid delay. It can cause the aircraft to reach a regulated sector before capacity is available, which is exactly what the flow restriction is intended to prevent.
What happens when an aircraft misses its slot?
Missing a tactical flow slot usually results in coordination for a revised CTOT, EDCT or equivalent release time. The crew or operator should report any delay promptly so the flight plan and readiness estimate can be updated; waiting until the original window has expired often produces a longer delay.
A minor operational delay may still fit inside the authorised tolerance. Once the flight cannot make that window, ATC and traffic-flow management decide whether an extension is possible or a new slot is required. Crews must never rush checklists, exceed taxi limits or accept an unsafe departure merely to save the slot.
Missing an airport coordination slot is handled differently. A delayed flight is not necessarily cancelled or immediately denied access, but the coordinator may record repeated off-slot operation as misuse, and some tightly constrained airports require specific approval for major schedule changes.
Simulating airport slots realistically
Most consumer flight simulators do not reproduce the complete airline slot-coordination and regional ATFM process, so realistic slot operation often requires manual planning or a specialist ATC system.
- Set the scheduled off-block time. Treat this as leaving the stand, not taking off.
- Estimate start-up and taxi time. Include congestion, runway crossings and de-icing where applicable.
- Assign a take-off slot. Work backwards from the CTOT or EDCT to choose a sensible pushback and start-up time.
- Respect the clearance. If simulator ATC delays the aircraft beyond its window, issue or accept a revised slot rather than accelerating unsafely.
