Fix ATC not working in FSX or FSX: Steam Edition: restore the ATC window, radios, IFR options and voices, then rule out add-on conflicts.
FSX ATC usually stops working because the ATC window key is unassigned, COM1 or the avionics are off, the airport has no tower service, no IFR plan is loaded, voice audio is muted, or an add-on has altered airport data. Test a default aircraft at a stock controlled airport, then isolate each cause.
What does “ATC not working” mean in FSX?
The symptom usually identifies which part of FSX or FSX: Steam Edition needs attention.

How do I fix ATC not working in FSX?
Start with a new, uncomplicated free flight and work through the controls, radios, airport services and audio before resetting the simulator.
- Create a clean test flight. Load a default aircraft at a stock airport that has ground and tower frequencies. Avoid a mission, multiplayer session, saved flight or add-on airport during this test. AI traffic can remain at zero; that removes background chatter but should not stop ATC handling your own aircraft.
- Restore the ATC window. Press the grave-accent key (
`), normally near the number 1 key on UK and US keyboards. If nothing appears, use Views > Air Traffic Control. When the menu command works but the key does not, open the Buttons/Keys section of FSX Controls and reassign the command labelled for displaying or hiding the ATC window. - Recover an off-screen window. If ATC audio is playing but its panel is invisible, it may have been saved on a monitor that is no longer connected. Switch once between full-screen and windowed mode with
Alt+Enter, reopen ATC, and test with a newly created flight rather than the old saved flight. - Power the radio stack. Turn on the battery, avionics master and radio equipment. FSX native ATC normally follows active COM1, so check that the required frequency is on the active side rather than the standby side. Selecting a controller through the ATC menu usually tunes the correct frequency automatically.
- Wait for a clear frequency. FSX queues transmissions, and your selection may be delayed while another aircraft or controller is speaking. If the numbered menu choices do nothing after the frequency clears, click inside the simulator to restore keyboard focus and try the top-row number keys.
- Confirm that the service exists. A small uncontrolled airfield may have no clearance, ground or tower controller. Seeing only traffic announcements or a nearest-airport option is normal there. Repeat the test at a larger stock airport before treating this as a fault.
Why are IFR clearance and vectors missing?
FSX only provides IFR clearance, hand-offs and en-route vectors when an IFR flight plan has been created and loaded; entering a route directly into the GPS does not by itself file one with ATC.
Use the Flight Planner, select IFR as the flight-plan type, build the route and load it before requesting clearance. Our guide to creating and loading an FSX flight plan covers the complete process. If you load the plan after departure, answer no when FSX asks whether it should move the aircraft back to the departure airport.
FSX may cancel IFR service if repeated calls or hand-offs are not acknowledged. When that happens, keep the IFR plan loaded, open the ATC window and use the available option to file or request IFR service again. Check COM1 after every hand-off if you tune frequencies manually.
Why does FSX ATC show text but have no voices?
If ATC text works, the radio and ATC system are functioning; the fault is in voice playback or the installed sound files.

Qonce if all simulator sound has been disabled. - Open FSX Sound settings and raise the voice volume. Engine and cockpit volume controls do not restore muted ATC speech.
- Select the intended Windows playback device before starting FSX. The older audio system may not follow a device change made while the simulator is running.
- Enable ATC text in the general settings if voices work but captions do not. If only your aircraft’s spoken read-backs are missing, also check the pilot-voice option.
- If text remains reliable but every controller voice is absent, verify or repair the installation because the recorded voice files may be missing or damaged.
Why does ATC fail only with one aircraft or airport?
When native ATC works in a default aircraft at a stock airport, the core simulator is healthy and the add-on is the deciding factor.
- Add-on aircraft fails at a stock airport: check its electrical buses, avionics switches and custom radio panel. Confirm that the frequency is active on COM1. Reinstall the version intended for your FSX edition if gauges or sound components are missing.
- Default aircraft fails at an add-on airport: disable that scenery package temporarily. Duplicate airport facility files, often called AFCAD files, can supply conflicting frequencies or airport data. Do not delete random BGL files; disable the package or move it aside after making a backup.
- Every flight failed after installing an ATC utility: disable the utility and test native ATC again. Two programmes trying to control the same radio or keyboard commands can interfere with each other.

When should I reset or repair FSX?
Reset the configuration only after ATC also fails with a default aircraft, stock airport and correctly powered radios.
- Exit FSX completely.
- Back up the simulator configuration. Boxed FSX normally stores
fsx.cfgunder%APPDATA%\Microsoft\FSX. Steam Edition may use the same profile when installed alone or an FSX-SE profile in a side-by-side installation. - Rename the active configuration file. Start FSX and let it create a fresh one, then repeat the clean ATC test before restoring any tweaks. For a missing ATC shortcut alone, use Reset Defaults in Controls instead of rebuilding the whole configuration.
- Repair damaged programme files. Use Steam’s installed-file verification for FSX: Steam Edition or the repair option from the original installation media for boxed FSX. Back up edited default files first because verification or repair can replace them.
Do not copy ATC DLLs, language folders or voice files from another FSX edition. A proper verification or repair preserves the matched set of simulator components and avoids replacing one ATC fault with a version conflict.
