What is an FAA ground stop, and how does it affect flights?

An FAA ground stop is a temporary air traffic management measure that keeps selected flights on the ground at their departure airports when they are bound for a constrained airport or airspace. It reduces incoming demand; affected departures are delayed, while aircraft already airborne may continue, be rerouted, held or diverted.

How does an FAA ground stop work?

In real-world US aviation, a ground stop prevents more aircraft entering a destination or area than ATC can safely handle. The FAA Air Traffic Control System Command Center coordinates the measure with affected facilities as part of the wider system controllers use to regulate traffic and congestion.

  1. A constraint is identified. Weather, runway availability, equipment failures or excessive demand reduce the number of aircraft that can be accepted.
  2. The FAA defines the scope. The advisory identifies the affected destination or airspace, applicable departure origins or ATC facilities, timing and reason. It is not necessarily a nationwide restriction.
  3. Qualifying departures are held. Aircraft are normally kept at the gate where practical, although a flight already taxiing may be stopped elsewhere on the airport.
  4. The restriction is reassessed. The FAA may cancel it early, extend it or replace it with a less restrictive traffic-management measure.

A listed end or update time is not a take-off clearance. An affected crew must follow ATC and airline operational-control instructions rather than assuming it may depart when the displayed time arrives.

Common ground-stop triggers

The FAA uses ground stops when airport or airspace capacity falls sharply, particularly when the duration or severity of the problem is uncertain.

  • Thunderstorms, low visibility, strong winds or changing runway configurations
  • Snow, ice or runway treatment that reduces the arrival rate
  • A runway, radar, communications or other operational equipment outage
  • Unexpected congestion or demand exceeding the safe acceptance rate
  • Security incidents, emergencies or blocked airport movement areas

Is a ground stop the same as an airport closure?

No. A ground stop limits selected traffic bound for an airport or airspace, while a closure means that all or part of the airport is operationally unavailable.

A destination under a ground stop can remain open, continue handling departures and accept some arrivals already in the air. What happens to flights already in the air?

Flights already airborne are not turned back automatically when a ground stop begins. ATC may let them continue with extra spacing, issue speed changes or reroutes, place them in holding, or direct them towards an alternate if the destination cannot accept them.

Holding is not unlimited. Fuel remaining, destination weather, alternate-airport conditions and crew decisions determine whether an aircraft can wait or must divert.

Flights still at their origins usually receive the largest immediate delay. That can produce missed connections, displaced aircraft, crew duty-time problems and later cancellations, even after the ground stop ends.

Some aircraft may still depart because they fall outside the published geographic scope, qualify for an authorised exemption or receive an individually coordinated release. International flights are not automatically exempt; the applicable advisory determines which flights are covered.

How long does an FAA ground stop last?

An FAA ground stop has no fixed duration. It may be cancelled quickly if capacity recovers, extended several times if conditions deteriorate, or followed by a Ground Delay Program that continues metering departures.

The advisory normally includes an end or reassessment time, but that is an operational estimate rather than a promised departure time. Once the stop is lifted, the accumulated queue remains, so an airline flight may retain a substantial delay while ATC releases traffic at a manageable rate.

Reading a ground-stop delay correctly

The restriction's scope, airport status and your individual flight status are separate pieces of information.

  • Pilots and dispatchers: Use the active FAA flow advisory and ATC release information. The airport weather, runway and operational information on ATIS is useful, but ATIS alone does not release a flight from a ground stop.
  • Passengers: An open airport does not mean every inbound flight can depart. Airline estimates can change when the stop is extended or the post-stop backlog is sequenced.
  • Flight simmers: Do not treat a ground stop as a pause for every aircraft. Apply its stated origin and destination scope, hold affected traffic at the gate where possible, and remember that built-in simulator ATC may not reproduce FAA flow-management restrictions.
