In FS2004 (FS9), silent ATC is usually caused by the simulator's Q-key sound mute, a lowered ATC/voice level, the wrong Windows playback device, or a damaged ATC voice pack. Check global sound first; if engine audio works and ATC text appears, focus on voice volume, Windows mixing and the voice-pack files.
Which FS2004 sound problem do you have?

How do I restore missing ATC voices in FS2004?
You can restore most missing FS2004 ATC audio without reinstalling the simulator.
- Establish a clean test. Load a default aircraft at a controlled airport, switch on the battery and avionics, then use the ATC menu to select a listed ground or tower frequency. Do not rely on random background chatter as the test.
- Press Q once. The Q key toggles all simulator sound without an obvious warning. If you are unsure about other bindings, check our reference for FS2004's default sound and radio commands. Avoid pressing Q repeatedly, because the second press mutes the sound again.
- Check FS2004's sound settings. Make sure simulator sound is enabled and raise the ATC or voice level shown by your edition. Engine audio working does not prove that the separate voice category is turned up.
- Inspect the Windows Volume Mixer. Keep FS9 running while opening the mixer, confirm that the application is not muted and select the intended speakers or headset. Set the output device before launching FS2004, then restart the simulator after changing it.
- Match the speaker layout to the hardware. A Windows surround configuration feeding ordinary stereo speakers can make centred speech extremely quiet or inaudible. Choose the layout that reflects the connected equipment.
- Verify the radio state. If no controller response or ATC text appears, confirm avionics power and use a frequency offered by the ATC menu. That is not purely a sound failure; our radio and frequency checks for non-responsive ATC cover the wider fault.
- Retest with a default aircraft and scenery. If the clean test works, reintroduce the add-on aircraft, panel or airport separately. This identifies the component causing the problem instead of changing unrelated Windows settings.
Why does ATC text appear but no voice plays?
ATC text with no spoken audio shows that FS2004's ATC logic and radio exchange are working. The fault is downstream: the voice level, playback path or installed voice data.
FS2004 stores its default ATC voice packages under Sound\ATC. That folder should contain the simulator's language-specific .gvp voice-pack files. If they are missing, have been replaced by a voice-editing utility or are unreadable, restore the originals from a known-good backup or repair the FS2004 installation.
Do not substitute random DLL files or codec packs. Default FS2004 ATC speech comes from its own voice packages; it does not require FSUIPC or a third-party media codec.
If the files are present but the voice setting will not remain enabled, close FS9 and back up fs9.cfg from the Windows user profile's Microsoft\FS9 settings folder. Rename the file and launch FS9 so it creates a fresh configuration. This resets many preferences, so use it only after checking mute, levels and devices.
Why is sound missing only in an add-on aircraft?
If default aircraft sound normal, the FS2004 audio system and ATC voice pack are not the main problem. Inspect the affected aircraft's sound folder and sound.cfg; an alias must point to an aircraft that is actually installed, and WAV files must not be buried inside an extra nested folder.
An add-on panel can also leave the radios unavailable until its battery, generators or avionics are powered correctly. Recheck the package structure against our FS2004 add-on installation and folder checks before replacing any simulator-wide sound files.
When should FS2004 be reinstalled?
Repair or reinstall FS2004 only when the default aircraft also fail, the Sound\ATC voice packages are missing or damaged, and resetting the audio settings has made no difference. Back up add-ons and modified configuration files first, but do not restore suspected voice files over the clean installation.
