Yes. FSX Deluxe, Gold and FSX: Steam Edition let you act as a Tower Controller in a multiplayer session, directing human pilots from a radar display and tower view. The mode does not let you control FSX’s AI traffic, and boxed FSX Standard lacks the controller role.

FSX Tower Controller capabilities and limits

Tower Controller mode is a basic human-ATC workstation designed for multiplayer airport operations. You can monitor participating aircraft, use radar and tower views, and issue taxi, take-off, circuit and landing instructions through the session’s voice or text communications.

The pilots are other people, not computer-controlled aircraft, and FSX does not enforce your clearances. It is best suited to local ground and tower operations rather than detailed approach, area-control or centre sectors.

  • Included: radar presentation, aircraft identification, tower views and multiplayer communications.
  • Not included: control of AI traffic, a single-player controller campaign, formal training or career progression.

Which FSX editions include the controller role?

The multiplayer controller position is an edition-specific feature, so boxed FSX Standard owners will not see it.

Boxed and Steam installations use different native multiplayer systems, so keeping every participant on the same edition avoids a common connection failure. We cover the surviving connection options for FSX multiplayer separately.

How do you start an FSX ATC session?

You start Tower Controller from Multiplayer, not from Free Flight or the ordinary in-cockpit ATC window.

  1. Confirm the edition and participants. Use Deluxe, Gold or Steam Edition and arrange for at least one other person to join as a pilot.
  2. Open Multiplayer. Create a session or join one that provides a controller position.
  3. Choose the controller role. Select the Air Traffic Controller or Tower Controller option instead of selecting an aircraft. The exact wording can differ between the boxed and Steam interfaces.
  4. Set the operating airport. The host should place the session where the controller and pilots intend to operate.
  5. Check communications. Confirm that voice or text communication works before aircraft begin moving; FSX cannot compensate for pilots who cannot hear the controller.
  6. Use the radar and tower views. Identify each human-controlled aircraft, establish its intentions and issue clearances in a consistent sequence.

Why is the Air Traffic Controller option missing?

The option is usually missing because the user has boxed FSX Standard, entered a single-player flight, or joined a session without an available controller position.

  • Check that the installation is Deluxe, Gold or Steam Edition rather than boxed Standard.
  • Enter through Multiplayer; opening the normal ATC window only lets you respond as a pilot.
  • Ask the host to provide a controller slot and verify that another participant has not already taken it.
  • If the entire session is unavailable, check for a boxed-versus-Steam mismatch, firewall restrictions or reliance on the discontinued GameSpy lobby.

Can you control AI aircraft or play ATC alone?

No. FSX Tower Controller cannot command AI aircraft and does not provide a meaningful solo controller mode. It requires human pilots in a multiplayer session, although those participants can connect over a local network without an internet service.

AI aircraft may still appear at the airport, but the simulator’s scripted ATC controls them. Many multiplayer hosts reduce or disable AI traffic so it does not conflict with human instructions. The differences between scripted, multiplayer and live ATC explain why these systems cannot be controlled interchangeably.

FSX Tower Controller versus VATSIM

VATSIM ATC is a separate online network role, not an expanded controller screen inside FSX. FSX connects to the network as an aircraft through a pilot client, while controllers use separate software and must follow the network’s training and rating requirements.
