What is the European Loco & Asset Pack for Train Simulator Classic, and do I need it?
Learn what the European Loco & Asset Pack contains, when Train Simulator Classic needs it, whether it is free, and how to check ownership.
The European Loco & Asset Pack (ELAP) is optional legacy DLC for Train Simulator Classic. You need it only when a route or scenario lists it as a requirement. There is no legitimate standalone free download unless your Steam account already owns it through an older Train Simulator or RailWorks edition or bundle.
What is the European Loco and Asset Pack?
ELAP is a shared compatibility library containing locomotives, rolling stock and route-building assets from older RailWorks and Train Simulator core installations. It allows newer installations to run legacy routes and scenarios created with those assets.
The rolling-stock selection includes legacy British HST, Class 47 and Class 166 assets, plus German DB locomotives, coaches and wagons. Its route-building library covers items such as track, signals, stations, bridges, buildings, roads, foliage, vehicles and trackside objects.
These files commonly appear under the provider and product combination Kuju/RailSimulator, normally beneath RailWorks\Assets\Kuju\RailSimulator. ELAP is an asset library, not a route, graphics upgrade or universal repair pack for European add-ons.
Do I need the European Loco & Asset Pack?
You need ELAP only when the published requirements for a route or scenario name it, or identify specific Kuju assets supplied by it.

Having the base game alone does not prove that you own ELAP. Train Simulator Classic has been sold in many editions, and only some older editions and bundles included the entitlement.
Route and scenario dependencies must be checked separately. A route might use ELAP scenery, track or signals while its scenarios require additional locomotive DLC. Conversely, a self-contained route can have a scenario that calls for ELAP rolling stock. A reference to Kuju/RailSimulator is a strong clue, not conclusive proof that installing ELAP will satisfy everything. Other products can place overlapping files in that folder, and a route may combine Kuju assets with separate commercial or community dependencies.
European Loco & Asset Pack free download: is it free?
ELAP is not freeware, and there is no legitimate standalone European Loco & Asset Pack free download for an account that does not own a licence.
If an older Train Simulator or RailWorks purchase granted the entitlement, Steam can download the pack again without an additional payment. Steam sales and bundles may reduce its purchase price, but they do not make an unowned licence free. Unofficial copies are not legitimate and are not supported.
Where do I buy it or check an existing entitlement?
- Check your Steam DLC list: follow
Steam Library > Train Simulator Classic > Properties > DLC, then search for European Loco & Asset Pack. If it is listed and enabled, that account owns it. - Allow Steam to install it: leave the DLC entry enabled and check that Steam has finished any queued download before starting the simulator.
- Use the official purchase page if it is absent: follow
Steam Store > search for European Loco & Asset Pack > official Train Simulator Classic DLC page. Check the product and account details before purchasing, especially if you previously owned an older edition.
The installed folder is not a reliable substitute for checking the Steam entitlement. Files beneath RailWorks\Assets\Kuju\RailSimulator may be incomplete or may have been installed by another add-on.
Should I extract the .ap archive?
No. Train Simulator Classic reads its .ap archives directly, so ELAP does not need to be extracted for routes or scenarios to use it.
Extracting an archive does not create a Steam licence or prove that the complete pack is installed. It can also leave loose duplicates that override archived files, making later repairs and updates harder to diagnose.
Does ELAP include Charlottenburg?
No complete Charlottenburg route is included in ELAP; it is an asset library rather than a route package.
If a route or scenario uses Charlottenburg in its title or location, check that specific download’s published requirements. Similarly named routes may use different source assets, and one may require ELAP alongside another commercial route, Workshop item or freeware library. A place name alone cannot establish the dependency list.
Why are assets still missing after ELAP is installed?
ELAP replaces only the legacy files that belong to ELAP; it cannot supply assets from unrelated commercial DLC, Workshop subscriptions, freeware packages or reskins.
- Confirm ownership and installation: revisit
Steam Library > Train Simulator Classic > Properties > DLCand make sure the pack is enabled. - Verify the installation: use Steam’s file-verification command for Train Simulator Classic to restore missing or damaged files covered by your account’s licences.
- Clear the simulator cache: run Train Simulator Classic’s built-in cache-clearing command, restart the program and reload the route.
- Read the complete dependency list: do not stop after finding ELAP. Community routes frequently combine it with other routes, locomotive packs and asset libraries.
- Check reskin requirements: a reskin normally supplies replacement textures, not the original locomotive model. You still need the stated base locomotive DLC.

Can I use a route without ELAP?
Sometimes, but the result depends on whether ELAP is a route dependency or only a scenario dependency.
- Missing scenario rolling stock: you may be able to substitute a locomotive or consist you own. Clone or back up an editable scenario first, and expect different braking, power or control behaviour from the replacement.
- Missing route scenery: the route may load with invisible buildings, bridges, foliage or other gaps.
- Missing track or signals: the route can become unusable or behave incorrectly. Replacing one locomotive will not repair missing infrastructure.
There is no automatic setting that substitutes equivalent scenery or infrastructure. If ELAP is listed as a route requirement, installing the legitimate pack is the dependable solution.
