The European Loco & Asset Pack is a legacy Train Simulator Classic DLC library containing British and German locomotives, rolling stock and shared route-building scenery. You need it only when a route or scenario lists it as a dependency; the simulator itself runs without it, and owners of some older editions already have the entitlement.
What does the European Loco & Asset Pack contain?
Often shortened to ELAP, the pack collects assets that formed part of older RailWorks and Train Simulator core installations. Its purpose is now mainly compatibility with routes and scenarios created using that original shared library.
The rolling stock includes legacy British HST, Class 47 and Class 166 assets, among other trains, alongside several German DB locomotives, coaches and wagons. The route-building library contains track, signals, stations, bridges, buildings, roads, foliage, vehicles and smaller trackside objects.
These assets commonly appear under the provider and product combination Kuju/RailSimulator, with installed files found beneath RailWorks\Assets\Kuju\RailSimulator. ELAP is not a complete route, a graphics upgrade or a universal compatibility patch for every European add-on.
Do I need the European Loco & Asset Pack?
You need ELAP when the documentation or required-DLC list for the route or scenario explicitly names it. We recommend treating it as a dependency to obtain when required, rather than buying it merely because you intend to drive European trains.

Route and scenario requirements are separate. A route may use ELAP scenery while its scenarios require additional locomotives, or the route may be self-contained while a scenario calls for ELAP rolling stock. How can I check whether I already own ELAP?
Steam's DLC list for Train Simulator Classic is the clearest first check, especially for players who bought an older edition of the simulator.
- Open the simulator's DLC properties: find Train Simulator Classic in your Steam library, open its properties and inspect the DLC list.
- Search for the full pack name: if European Loco & Asset Pack is listed and enabled, the account has the entitlement and Steam should install it.
- Check the asset folder: look for
RailWorks\Assets\Kuju\RailSimulator. Its presence confirms that some Kuju assets are installed, but not necessarily the complete pack because another add-on may supply overlapping files. - Compare the exact requirements: read the route or scenario description rather than relying only on a missing-file report or the folder name.
The files may be held inside an .ap archive. Train Simulator Classic reads those archives directly, so extracting them is not required and will not establish whether the DLC licence is present.
Why are assets still missing after ELAP is installed?
An installed European Loco & Asset Pack will not fix missing content supplied by a different route, locomotive pack or reskin dependency.
- Confirm the DLC is enabled: make sure Steam has finished downloading it and has not left the entry unticked.
- Verify the game files: Steam can restore missing or damaged files belonging to DLC your account owns.
- Clear the simulator cache: use Train Simulator Classic's built-in cache-clearing option, restart the game and reload the route.
- Recheck every dependency: freeware and Workshop routes often use ELAP alongside separate commercial or community assets.

Can I play the route without the asset pack?
You can sometimes replace missing scenario rolling stock, but a route that uses ELAP track, signals or scenery will remain incomplete without the pack. Missing infrastructure can leave objects invisible or make the route unusable, and there is no single setting that substitutes equivalent assets automatically.
If only the scenario's locomotive is missing, you may be able to replace it with rolling stock you already own. That does not solve missing route scenery, and edited scenarios may behave differently if the substitute train has incompatible controls, power or braking characteristics.
