Cortez Municipal’s four approaches serve both ends of its single 7,205 ft runway, so instrument coverage is available for either runway direction despite there being no alternative alignment. Three RNAV (GPS) procedures make satellite navigation the main approach format, while the VOR procedure retains one conventional option. Published departure and obstacle departure procedures extend the set beyond arrivals.
Four Corners Regional has the broadest nearby procedure set, with 13 charts against Cortez’s nine. Telluride Regional is similarly covered with eight, while Durango-La Plata County has six. Blanding Municipal and Monticello are much thinner at three each. The Denver Sectional adds the wider VFR context absent from the terminal procedure charts.

No — Cortez Muni has no control tower. Traffic co-ordinates on a common frequency rather than with a controller, which is listed in the frequencies table on this page.
