Learn when a VFR pilot can change ATC frequencies, when permission is required, and how to handle ATIS, flight following and hand-offs.
A VFR pilot may change an ATC frequency when ATC instructs the change, approves the pilot’s request, or terminates the service with “frequency change approved”. If no ATC service is being received, the pilot may select the appropriate frequency, provided any airspace communication requirement is still met.
For our Aviation & Real-World Flying readers, the key distinction is whether the pilot is actively communicating with ATC. Tower control, approach or departure control, and VFR radar advisory services such as flight following all count. Simply having a VFR flight plan open does not mean ATC has assigned or is monitoring a frequency.
Can a VFR pilot change frequency without permission?
A pilot should not leave an assigned ATC frequency without an instruction or approval, except when safety, an emergency or a communications failure makes that necessary.

VFR flight following may usually be cancelled by the pilot, but that does not make silently leaving the frequency good practice. Tell the controller that you wish to terminate the service and wait for acknowledgement. Inside controlled airspace, cancelling an optional radar service does not remove any separate requirement to maintain communication with the responsible ATC unit.
Rules and phraseology vary between countries. In particular, a VFR clearance through controlled airspace may require the pilot to remain on the assigned frequency until transferred or released.
What do “contact”, “monitor” and “frequency change approved” mean?
These instructions describe three different actions, and confusing them is a common cause of missed calls.
- Contact means tune the stated frequency and call the new controller with the appropriate callsign and flight information.
- Monitor means tune the frequency and listen. The controller normally initiates contact.
- Frequency change approved means ATC no longer requires the pilot to remain on that frequency.
- Stand by means remain on the existing frequency and wait; it is not permission to change.

How do you request a frequency change while flying VFR?
State your callsign, the requested change and the reason briefly, then wait for approval.
For example: Approach, G-ABCD, request frequency change to obtain destination ATIS. The controller may approve it, ask you to report back, provide the information directly or tell you to remain on frequency.
With two radios, leave the assigned ATC frequency active and monitor it while receiving ATIS on the second set. Check the audio panel and volume carefully; tuning both radios is pointless if the assigned channel has been deselected or masked. With one radio, request permission to leave temporarily. When should a VFR pilot switch to the destination frequency?
A VFR pilot receiving ATC service should remain with the present controller until instructed or released, even when the destination frequency is already within range.
After “frequency change approved”, tune the destination tower, approach or advisory frequency as appropriate. At a non-towered aerodrome, the traffic frequency is advisory rather than an ATC frequency; make the recommended position and intention calls for that jurisdiction. What if nobody answers after an ATC hand-off?
If the new controller does not answer, first verify the frequency, active/standby selection, radio volume, squelch and audio-panel selection.
- Try the call again after allowing time for other transmissions.
- Check the read-back against the frequency ATC assigned rather than assuming the digits were entered correctly.
- Return to the previous frequency if practical and report that contact could not be established.
- Apply lost-communications procedures if neither frequency works, using the procedures and emergency frequency applicable to the jurisdiction.
Preselecting the next frequency in standby is sensible; activating it before the hand-off is not. The recurring mistake we see is a pilot switching based on position or expectation rather than an actual instruction, then missing a traffic call, clearance amendment or airspace restriction.
