Powell Municipal pairs a 6,200 ft asphalt runway with two turf-dirt runways shorter than 2,700 ft. Aircraft requiring more than 2,698 ft of runway are therefore confined by length to the 13/31 alignment. The procedure set is narrow: both approaches are RNAV (GPS), and only two of the airport’s six runway ends are served. No airport diagram is published.
North Big Horn County has similarly limited chart coverage, while Yellowstone Regional, South Big Horn County and Laurel Municipal have broader sets. Billings Logan International stands apart with substantially more published material than the other nearby fields. The Billings and Great Falls sectional charts add wider VFR planning context beyond the terminal procedures.

CTAF 122.7. Full civil VHF list, with sector notes, is in the frequencies table on this page — from the FAA NASR subscription.
Powell Muni has 3 runways. The longest is 13/31 at 6,200 ft by 100 ft, asphalt. Full runway dimensions, lighting and approach aids are listed on this page.
No ILS is published. In total KPOY has 2 published instrument approaches, of which 2 are RNAV (GPS).
The field elevation is 5,096 ft. At that height the air is thin enough to matter: take-off and landing distances are longer than the same aircraft would need at sea level, and the effect worsens as temperature rises. The approach charts carry the altitudes that apply.
No — Powell Muni has no control tower. Traffic co-ordinates on a common frequency rather than with a controller, which is listed in the frequencies table on this page.
