Why does FS2004 stutter despite high frame rates?

FS2004 can report high frame rates and still stutter because its counter shows throughput, not even frame delivery. Brief pauses usually come from scenery or texture loading, heavy AI and autogen processing, an unlimited frame-rate target, add-on conflicts, or storage and background-process delays rather than insufficient average FPS.

How can FS2004 show high FPS and still look jerky?

A high FPS figure can coexist with stuttering when individual frames arrive at uneven intervals. The counter may show 40 or 60 FPS while hiding brief frame-time spikes that remain obvious as the aircraft moves, the view pans or new scenery loads.

FS2004 is an older, processor-sensitive simulator. Many critical tasks pass through its main execution path, so one stalled task can interrupt rendering even when overall CPU and graphics-card utilisation look low. An unlimited frame-rate target can make this worse by allowing the renderer to consume time needed for scenery loading.

Three effects are often described as “stutter”:

  • Microstutter: frequent, short hitches caused by uneven frame pacing.
  • Loading pauses: larger interruptions as terrain, textures, aircraft or airport scenery enter view.
  • Panning judder: regular jerkiness caused by a mismatch between frame rate and monitor refresh, without a true loading pause.

What should I change first?

Start by limiting FS2004 to a stable frame rate and then remove workloads one category at a time.

  1. Set a realistic frame-rate target. Choose a rate the simulator can maintain at a busy airport with your normal aircraft and weather, not one measured over empty terrain. Around 25–30 FPS is a sensible starting range for FS2004, but consistency matters more than the exact number.   2. Create a clean baseline. Load a default aircraft at a default airport in clear weather. Set AI traffic to zero and reduce autogen temporarily. If this runs smoothly, the core simulator and display configuration are probably sound.
  3. Restore one workload at a time. Add AI traffic, weather, autogen, complex scenery and the add-on aircraft separately. Fly the same route after each change so the result is comparable.
  4. Test suspect add-ons individually. Disable the affected airport or scenery area through the Scenery Library and repeat the flight. For aircraft-specific stutters, compare the same location using a default aircraft; complex gauges and large texture sets can introduce their own pauses.
  5. Check storage and background activity. Watch for disk activity during each hitch. Real-time security scans, capture software, hardware-monitoring tools and scenery stored on a slow or unhealthy drive can interrupt asset loading. Defragmentation applies only to mechanical hard drives, never SSDs.
  6. Rebuild the configuration only after testing settings. Close FS2004, back up FS9.cfg, rename it and let the simulator create a fresh copy. This resets display and performance preferences but does not remove installed aircraft or scenery.

Match the stutter pattern to the likely cause

The timing and location of each hitch usually reveal more than the FPS counter.

Why is stuttering worse near busy airports?

Busy airports combine FS2004’s heaviest processor and loading demands: AI flight logic, multiple aircraft models, airport textures, autogen and detailed add-on scenery.

Set AI traffic to zero as a diagnostic test. If the stutter disappears, restore traffic gradually rather than immediately reducing aircraft detail or screen resolution. If only one add-on airport causes trouble, inspect its scenery priority and test it without other packages covering the same area. Reducing global settings may hide the problem, but it will not resolve conflicting or unnecessarily dense scenery layers.

When should I edit FS9.cfg or install a performance fix?

Edit FS9.cfg only after a fresh configuration and controlled settings test have identified terrain or scenery loading as the cause.

A common mistake we see is copying a large collection of tweaks at once. Some values merely shift work between terrain loading and rendering; an unsuitable value can replace stutters with blurry textures or delayed autogen.
