How do I fix MSFS 2024 stuck on Activating Packages on Xbox?

Ian Stephens
In short

Fix MSFS 2024 stuck on Activating Packages on Xbox with ordered restart, sign-in, update, add-on, cache and reinstall checks.

MSFS 2024 usually sticks on Activating Packages on Xbox because package validation cannot finish: the Xbox sign-in has expired, an online service or network is unavailable, an update is incomplete, or cached add-on data is damaged. Fully quit the sim, restart Xbox, verify updates and sign-in, then isolate add-ons and clear reserved space.

What does Activating Packages mean in MSFS 2024?

Activating Packages is the startup stage where Microsoft Flight Simulator 2024 reconciles package manifests, licences and installed or streamed content with the signed-in Xbox account. It may take longer after a simulator update, an add-on change or the first launch on a console.

Do not interrupt a visible Xbox update or cloud synchronisation. If the screen remains unchanged through a complete quit, console restart and fresh launch, however, it is no longer just a slow start; our guide to normal versus abnormal MSFS loading delays explains the distinction.

How do I fix Activating Packages on Xbox?

The safest fix is to refresh the Xbox session first, then check updates, optional packages and cached data before reinstalling anything.

  1. Check Xbox connectivity and services. Run the console's network and multiplayer tests, and confirm that the signed-in profile can use other online Xbox features. A service outage cannot be repaired by reinstalling the simulator. If MSFS also reports that it is offline, follow our Xbox online-mode and connection checks.
  2. Quit MSFS 2024 completely. Open the Xbox guide, highlight the simulator, open its menu and select Quit. Remove it from Quick Resume if it appears there, then use the console's full restart command. Quick Resume can preserve an expired authentication token even though the console itself still appears online.
  3. Refresh the correct Xbox account. Make sure the active profile owns the game or has the subscription entitlement used to launch it. Sign out, restart the console and sign back in rather than switching profiles while the simulator is open. Persistent account prompts need the more specific Xbox authentication recovery steps.
  4. Install every pending update. Check both the Xbox update queue and Manage game and add-ons for MSFS 2024 updates. Restart after they finish, and leave adequate free storage because an update may need working space beyond its displayed download size.
  5. Distinguish an installed copy from cloud gaming. If MSFS 2024 is being streamed through Xbox Cloud Gaming, there is no local package installation to repair. End the cloud session, restart the console or app and start a new session; clearing reserved space or reinstalling locally will not change the hosted copy.
  6. Remove recently added optional content. For an installed Xbox Series X|S copy, use Manage game and add-ons to remove any optional package added or updated immediately before the problem began. Launch the base simulator once before restoring add-ons individually. Advice about renaming a PC Community folder does not apply on Xbox.
  7. Clear reserved space. In the Xbox management screen for MSFS 2024, open Saved data and clear Reserved space if that entry is present. This forces cached package information to be rebuilt. It can also remove locally cached or downloaded simulator content, so expect some content to be fetched again.
  8. Reinstall only as the final local repair. Uninstall MSFS 2024 and its optional add-ons, restart Xbox, then reinstall the base simulator first. Launch it successfully before adding optional content back in small groups. Reinstalling everything together can restore the damaged package without revealing which item caused the freeze.

Which fault is most likely?

The timing of the freeze usually identifies the part that needs attention.

PatternLikely causeBest first action
It happens after Quick ResumeStale Xbox session or authentication tokenQuit fully, remove Quick Resume and restart
It began after a simulator updateIncomplete update or stale package cacheCheck the update queue, then clear reserved space
It began after adding contentDamaged or incompatible optional packageRemove that package and launch the base sim

It occurs only through cloud gamingCloud session or service-side problemEnd the session and start a fresh one

Does clearing reserved space delete purchases or progress?

Clearing reserved space does not remove ownership of Marketplace purchases, because those entitlements belong to the Xbox account. It may remove cached or locally downloaded content and force MSFS 2024 to rebuild it.

Do not choose Delete everywhere for the profile's cloud save while attempting this repair. That is different from clearing reserved space and can remove synchronised settings or progress. When MSFS next performs a cloud sync, allow it to finish without cancelling.

What if Activating Packages returns after reinstalling?

If a clean base installation still freezes, repeated reinstalls are unlikely to help; the remaining causes are usually authentication, network access, an account entitlement or an unavailable online service. Compare the result after a full restart and, if practical, on another stable network to separate a console problem from a connection problem.

If MSFS progresses past Activating Packages but then stops at another loading stage, use our wider Xbox loading checklist rather than deleting the installation again.
