Constellation Taxi FDE Upgrade

An optional flight dynamics upgrade for the Lockheed Constellation series enables taxiing at reduced power settings for more realistic ground handling, covering four variants: L-749, L-1049G/H, EC-121, and L-1649A Starliner. It fixes a misnamed .air file and checklist in the L-1649A release, replaces those files, and updates aircraft.cfg; FDE assumes 2010 updates for the variants.
